Text mining, matching and suggested terms from within the Policy Purpose and Policy Name attributes

There are key terms used in the Policy Purpose and Name that are not appearing in the suggested terms, as the text mining is not enabled on these fields. Important terms are frequently used in the Name and Purpose field and as an end user that defines policies I expect that not only terms be suggested from those fields but also defined terms be highlighted to show that a definition and relationship to that term exists.
