Suggestions for opportunity records in the Enforcement Profile

Similar to Inferred relationships, opportunities for rule failure should be suggested to the enforcement profile based on opportunities added to similar rules effecting the same concepts.

The opportunities need an indicator if the rule has been enforced or not and changes to that profile should effect the status of the rule.
