Match column headers should show all unique values in the column

The current behavior, apparently by design, is to only display available values on the page. Looking at the available values on page 1 and only seeing one to choose from, it is reasonable to assume that even though I have 400+ pages to scroll through that there is only that one value:

But clicking to further pages, there are others:

This is not intuitive and customer users expect all values to show up here. Most, if not all, parts of ADMM show all unique values… we need consistency in this spot. I understand that it is probably due to the difference in how the page loads. But it’s reasonable to expect the filters to work… otherwise they’re not of much value, as you only have ~20 records on each page.
