Limit default width of Rule Action Description

When rules are auto generated, some of the insert rules contain a lot of text. The default way ADMM displays the Action Description column is to find the max width of any rule and make that the width. The end result is a suuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuper wide column that take you 5 minutes to minimize, as it’s many times wider than your browser width. If we can limit the default width to 50 chars or so that would be very beneficial to the UX.
