DEFECT API

Allow Defects to be linked to the Defect Tools. There is a pretty standard set of tools (HPQC most common) used by big clients.

Ideally we should be able to configure some basic values, and then enable any Defect ID to be a Hyperlink to that system, or ideally a Pop-Up to display the details of the defect directly from within Migrate.

Also may be possible to ENTER a defect directly from Migrate using public APS from those common systems.

If so, we could integrate this with Field Mapping, Reports, Validation Hub, and the future Execution Hub. Simple linking of migrate to the relevant defects at the points where it makes sense in the tool.
