Allow Category icon for all users

Our company is using Categories as a taxonomy structure. Only the DGO can create categories, but everyone else should be able to view all the categories with out needing to do a search on an Information Asset. That allows easy access to data domain specific information that would benefit individual groups within the company. We just don't want them to be able to add new categories but the icon should be there so they can easily see the categories available.
