Add the ability to filter on blank values in report results

These are the current options when filtering Migrate report results:

In my testing, selecting ‘Blank’ from this list actually filters on NULL. So there is no option here to filter on true blank ‘‘ values. This is a customer request that I believe is a useful enhancement to all.
