Add Public APIs for Migrate

Expose APIs to enable external tools to load or extract key data such as Dataset Design, Metadata, Profile Data, Mapping Data, ETL Rules, Metrics, etc.

Not every object is a candidate for an API - but there are some more important than others. What objects should we expose?
